Open Data Hub v0.4.0 release

Open Data Hub version v0.4.0 has been released with new components. You can
access the new operator image from our quay.io

A new documentation section has been added to opendatahub.io
<https://opendatahub.io/docs.html> with new installation guides for Open
Data Hub, running Jupyterhub with GPU enablement and videos on running
AI/ML workloads on OpenShift.
Current new features in Open Data Hub v0.4.0 release are the following:

Argo (2.3.0) - a new tool for creating container native pipelines and
workflows

Strimzi Kafka Operator (0.11.1) - a new tool for distributed streaming
platform

Open Data Hub AI-Library (1.0) - a new tool offering multiple
pre-trained and downloadable Machine Learning models

Rook-Ceph (0.9.3) Integration

In the next release, we will be adding support for deploying Hue, Hive
and Thrift Server as part of the Open Data Hub.
