[Open Data Hub] Open Data Hub v0.4.0 release

Open Data Hub version v0.4.0 has been released with new components. You can access the new operator image from our quay.io <https://quay.io/repository/opendatahub/opendatahub-operator?tab=tags> repository and it is available now in the OpenShift OperatorHub. Current new features in Open Data Hub v0.4.0 release are the following: - Argo (2.3.0) - a new tool for creating container native pipelines and workflows - Strimzi Kafka Operator (0.11.1) - a new tool for distributed streaming platform - Open Data Hub AI-Library (1.0) - a new tool offering multiple pre-trained and downloadable Machine Learning models - Rook-Ceph (0.9.3) Integration - In the next release, we will be adding support for deploying Hue, Hive and Thrift Server as part of the Open Data Hub.
